At least four people were killed in an explosion that rocked a seaside area of Beirut, police said. Several others were wounded.

Former Lebanese minister Mohammed Shattah, who is a former advisor to slain Lebanese Prime Minister Rafik Hariri, was killed in the attack, security sources said, and the state National News Agency reported.

The blast was heard across the city and a plume of black smoke was seen rising in the downtown business district near the Phoenicia Hotel.

The blast went off a few hundred meters from the government headquarters and parliament building. The cause was not immediately known.

Troops were seen deploying nearby and ambulances were seen taking victims from the area, a witness said.

Lebanon has seen a wave of bombings over the past months as tensions rise over Syria's civil war.

This is a developing story.
