Luis batters N. Luzon, to exit PH Monday

MANILA - Typhoon ''Luis'' is expected to leave the Philippine area of responsibility (PAR) before noon Monday, state weather bureau PAGASA said.


PAGASA said Luis, which has left a trail of destruction in Northern Luzon, was already 100 kilometers west northwest of Laoag City, Ilocos Norte, over the West Philippine Sea, as of 4 a.m.


The National Disaster Risk Reduction and Management Council (NDRRMC) said 3,045 people fled their homes in Isabela, Cagayan, Aurora, Apayao, Mt. Province, Benguet, Kalinga, and Metro Manila.


Isabela and Cagayan, where the typhoon made landfall on Sunday, were the areas with the most number of affected residents.


The NDRRMC said a total 1,122 individuals fled their homes in the towns of Divilacan, Maconacon, and Dinapigue in Isabela, while 523 evacuated in Aparri and Gonzaga in Cagayan.


In a vulnerable slum area in Manila, at least 353 people fled to the Napo-Baseco covered court.


The NDRRMC said at least three people died due to the typhoon. They were passengers of RORO vessel MV Maharlika 2, which sank off Southern Leyte last Saturday.


Meanwhile, Alert Level 3 remains hoisted over Marikina River, but its water level continues to go down as the weather improves.


The Marikina public information office said as of 7:15 a.m., the river's water level was 17.2 meters, down from 17.5 meters recorded at 5:40 a.m.


As of Monday morning, the NDRRMC said the Nueva Ecija - Pangasinan Road and Mt. Province - Ilocos Sur Road via Tue remained impassable to all vehicles.


There is also a province-wide blackout in Apayao and Kalinga, while power outages were also reported in Aringay, Sto. Tomas, Agoo, Rosario, and Sison in La Union, and Adams, Bangui, Dumalneg, and Pagudpud in Ilocos Norte.


Storm signals

Only Ilocos Norte remains under public storm warning signal no. 3. This province should expect winds of 101-185 kilometers per hour in at least 18 hours.


Signal number 2 remains hoisted over Cagayan, Babuyan and Calayan groups of Islands, Apayao, Kalinga, Abra, Mt. Province, and Ilocos Sur. These areas should experience winds of 61-100 kph in at least 24 hours.


Isabela, Ifugao, Nueva Vizcaya, Benguet, La Union, Pangasinan, and Batanes group of islands - all under signal no. 1 - should expect winds of 30 - 60 kph in at least 36 hours.


PAGASA said Luis was moving west northwest at 30 kph. At this rate, it will leave the Philippine area of responsibility before noon today.


However, PAGASA rains may still be experienced over the western portion of the country as the typhoon continues to enhance the southwest monsoon (habagat).


An estimated rainfall of 8 to 20 millimeters per hour (heavy - Intense) is expected within the typhoon's 500-km diameter.


At 7 a.m., PAGASA issued an orange rainfall warning (intense) over Bataan and Zambales. This means that 15 to 30 mm rains were observed in these areas in the past hour and is expected to continue in the next two hours.


Yellow rainfall warning (heavy) was raised over Nueva Ecija and Tarlac. This means that 7.5 to 15 mm rains were observed in these areas in the past hour and is expected to continue in the next two hours.
