Ukraine Lawmaker Recommends Death for National Security Crimes

KIEV, May 6 (RIA Novosti) - The secretary of the Committee on National Security and Defense in Ukraine's parliament introduced a bill Tuesday that would impose the death penalty on people convicted of crimes against national security.


The bill, introduced by Sergei Kaplin, also suggested reestablishing Ukraine as a nuclear power and demanding compensation for violations of a 1990s agreement on the country's territorial integrity, funds which could be used to finance Ukraine's defense industry. The draft law would also allow citizens to have firearms and calls for their compulsory training for possible participation in military actions protecting the country's security.


Capital punishment is currently illegal in Ukraine. The country also does not possess nuclear weapons in accordance with the Budapest memorandum signed on December 5, 1994 between Kiev, Russia and UK. The document guaranteed Ukraine's security and sovereignty in exchange for the country joining the 1968 nuclear non-proliferation agreement.
