Blame for Baltimore roadway collapse

And now it begins: 26th street collapses, and the city blames CSX, and CSX blames the city ('Deluge causes landslide in Charles Village, floods roadways across state,' May 1). A tree falls on Falls Road very close to the city/county line. The county says it's the city, the city says it's the county, then the county says it's the state because Falls Road is a state route. The simple solution is for everybody to own part of the problem and get the darned things fixed! With this blame the other guy mentality, is it any wonder the government can't get anything done?
