Mass. Governor Patrick signs bill into law banning 'upskirting'

(NECN) - Massachusetts Governor Deval Patrick signed the proposed bill banning 'upskirting' into law Friday morning.State lawmakers unanimously passed the bill, which prohibits photographs of 'sexual or other intimate parts' of women or children in public, on Thursday after Massachusetts' highest court made a stunning ruling on Wednesday.The Supreme Judicial Court ruled that the act of secretly taking photos up a woman's skirt in public was not part of the state's 2004 'Peeping Tom' law when they dismissed the charges against an Andover, Mass. man for an 'upskirting' incident on the MBTA's Green Line in Boston.Massachusetts' original law only banned taking 'nude or partially nude' photos of people in dressing rooms and bathrooms.'For me, this is going backwards, like when your husband could beat you and beat your children. That was okay. Well, we've changed,' Massachusetts Senate President Therese Murray told NECN Thursday.The new law makes upskirting a misdemeanor offense and it will be effective immediately. There is a maximum penalty of two-and-a-half years in jail and a $5,000 fine; however, if the victim is a minor, the maximum penalties increase to five years in prison and a $10,000 fine.Stay with NECN as this story develops.
